政府制度的创立受到政府文化的导向和影响。只有先进的政府文化才能支撑起先进的政府制度及其政府管理来满足社会发展对政治提出的要求。没有以先进政府文化为核心的政府精神的积淀,没有以政府人员内在的价值判断、认知标准、行为选择等作为外在政府制度的支持,再好的政府制度也不能长久地发挥作用。因此,服务型政府建设中,具有重要导向作用的政府文化建设就成为重中之重。
The establishment of the government system is guided and influenced by the government culture. Only an advanced government culture can support an advanced government system and its government management to meet the political demands put forward by social development. Without the accumulation of the government spirit with the advanced government culture as the core, the external government system is not supported by the internal value judgments, cognitive standards and behavior choices of government personnel. Even the best government system can not play a long-term role. Therefore, in the construction of service-oriented government, government culture construction with an important guiding role has become the most important task.
