On June 8, 1949, Yulin, a police officer from Shanghai Yulin Branch, was ordered to investigate and deal with the illegal concealment of arms by Bi Xinghui, director of the 21st radio station of Chiang Air Forces Command, in coordination with the Ministry of Public Security.
