改革开放以来,时代日新月异,治安警察在社会转型期面临着巨大的风险与挑战。在十八届四中全会提出建设法治国家、法治政府的正确道路上,治安警察的依法行政成为必要与迫切的要求。在面临复杂多变的社会,治安警察工作的琐碎性与多样性,决定了治安警察必须具备法律素养、业务素养以及正义素养。
Since the reform and opening up, the times are changing with each passing day. The public security police are faced with enormous risks and challenges in the social transformation. In the correct path proposed by the Fourth Plenary Session of the 18th CPC Central Committee in building a state under the rule of law and a government ruled by law, the law-based administration by law and order police has become a necessary and urgent requirement. In the face of complicated and ever-changing society, the triviality and diversity of the work of the security police determine that the security police must have legal literacy, professional literacy and just literacy.
