党的十八届三中全会为非公企业的蓬勃发展带来了更多的机遇。同时,也对非公企业党建工作提出了更高要求。当前,非公企业党建工作助推企业保增长、保民生、保稳定的作用日益凸显。但是,非公企业党建工作“缺地位、缺经费、缺人才”的三缺现象依然突出,根本原因在于保障机制的缺失或缺位。因此,加强和改进非公企业党建工作,必须把握特性、多管齐下、选育管用,加强地位、经费、人才三个方面的保障机制建设。
The Third Plenary Session of the 18th CPC Central Committee has brought more opportunities to the booming non-public enterprises. At the same time, it also put forward higher requirements for the party building in non-public enterprises. At present, the role played by the party building in non-state-owned enterprises helps to boost the growth of enterprises, protect the livelihood of the people and stabilize the economy. However, the three-flaw phenomenon of party building in non-state-owned enterprises still lags behind the lack of funds and lack of personnel. The fundamental reason lies in the absence or absence of the guarantee mechanism. Therefore, to strengthen and improve party building in non-state-owned enterprises, we must grasp the characteristics, multi-pronged approach, selection and management, and strengthen the three aspects of status, funding and personnel protection mechanisms.
