正规了望与安全航速在防止海难事故中的作用

通过对水上安全事故的统计资料分析,论证了不采用安全航速和未保持正规了望是事故多发的原因。文章还提供了相应的法律依据,提出了采用安全航速的建议,具有实际应用价值。 Through the analysis of the statistical data of waterborne safety accidents, it proves that the reason of not using the safe speed and not keeping the regular lookout is the accident. The article also provides the corresponding legal basis, puts forward the proposal of using safe speed, and has practical application value.
