近年朱国忱先生提出渤海上京城附郭当有二县,一如隋唐长安城之例,其说可信。因渤海为唐之属国,其都城建制方面必然有仿效唐长安城之处。又,唐册渤海为忽汗州,而直接统辖渤海且与渤海“相聘问”的幽州城,也是两县附郭,分治东、西两城区。《郡国志》记幽州城外城“南北九里,东西七里,开十门”;渤海上京城则为东西九里,南北七里,开十门。可见,渤海上京城郭城在规模和用门制
