西部地区财政经济运行调研情况表明,省级财政经济运行良好,市级和县级财政经济运行总体较好,但呈现严重的结构性失衡。财政收入面临税收下滑严重、新兴产业税收贡献不足、结构性减税加剧中小城市和县级财政困难、现行转移支付体系有待完善等挑战,财政支出存在部分地方财政支出进度偏慢、专项转移支付项目支出进度不均衡、财政资金使用效率有待提高、地方政府偿债能力弱化和“隐形债”凸显、财政支出刚性不减、精准扶贫资金使用效率有待提高等问题,经济发展结构性问题突出,包括人力资源流失严重、省会及周边人口积聚和产业发展与其他地区经济疲弱并存、省会及周边房地产升温与市县等区域房地产库存积压并存、国有大企业融资和中小企业融资以及政府投资和民间投资之间存在结构性失衡、环境保护和产业资源配置与经济发展间的矛盾日益凸显等。为此,应从社会经济发展全局着手,注重系统性和针对性相结合,继续加大结构性改革力度,以结构性改革治理结构性风险,最终实现西部地区的突破式跨越发展。一是西部地区转移支付政策的调整优化需要有整体战略观;二是要转变以往财政支出以基础设施建设为主的发展理念;三是提高财政资金支出使用效率;四是加强财政风险防控意识,严控地方债务风险增加;五是整合并改善产业资源配置,推动产业结构优化升级;六是推动西部地区城镇化发展的同时要防控房地产风险;七是构建有利于创新和可持续发展的环境,激扬发展活力。
