安全、环保和可持续发展是21世纪人类共同主题。进入21世纪,公众安全和环境意识觉醒,对海上事故已达到“零容忍”程度。IMO及国际相关海事组织积极推进相关公约、规则和规范的重新审议,制定目标型船舶标准(GBS)、共同规范(CSR)、海水压载舱涂层标准(PSPC)、2009概率破损稳性规则、船舶CO2设计指示、船舶再利用标准、NOx和SOx减排标准等,促进船舶规范标准的不断提升。近年来,我国船舶工业发展迅速,已经奠定了世界造船大国的地位,但与造船强国尚存在差距。抓住国际船舶标准发展机遇,瞄准绿色船舶未来发展方向,建立业界共同参与机制,研发和推广应用船舶绿色技术和节能减排技术,使船舶规范标准适应国际社会关注的“绿色”、“健康”等节能环保新船型,并拥有我国自主的船舶规范标准体系,是我国建设创新型船舶工业和造船强国的进程中的必由之路。
Safety, environmental protection and sustainable development are the common themes of humankind in the 21st century. Into the 21st century, public awareness of the safety of the environment and arousal, has reached a “zero tolerance” degree of maritime accidents. IMO and relevant international maritime organizations actively review the relevant conventions, rules and regulations and formulate the GBS, CSR, PSPC, 2009 Probability of Damage Stability Rules , Instructions on design of ship’s CO2, re-use of ships, NOx and SOx emission reduction standards to promote the continuous improvement of the norms of ships. In recent years, the rapid development of China’s shipbuilding industry has laid the status of the world’s largest shipbuilding country, but there is still a gap with the shipbuilding power. Seize the opportunity of international ship standard development, aim at the future direction of green ship, establish joint industry participation mechanism, research and popularize and apply the ship green technology and energy-saving emission reduction technology, adapt the normative standard of ship to the “green ”Health" and other new energy-saving and environmental protection ship type, and have our own independent standards of the ship standard system is China’s construction of innovative shipbuilding industry and shipbuilding the only way in the process.
