深圳市税务局第二分局共分管6400多户市属企业、内联企业及外驻企业。自1990年7月实行征、管、查三分离的机构改革后,该分局每个专管员平均要管100多户企业,工作任务十分繁重,很难为每户企业进行纳税指导和解答有关税收问题,更无法逐户协助企业搞好财务核算。针对这一情况,分局决定成立协税护税网点,每月集中安排二至三天时间,采取分片定点的形式,对企业的有关人员(经理、财务、工青妇负责人等)进行税收、财务核算、经济活动分析等知识
