我国政府投资领域或范围选择与政府职能要求存在一定的差距,这与政府投资范围过宽、过滥有关,也与投资领域选择缺乏制度化规定、随意性较大有关。所以,根据政府投资职能要求及其变化,根据不同物品与服务的特点及供给方式的不同,对政府的投资范围进行明确的区分和界定具有重要意义。只有这样,有限的政府资金才能最大限度地发挥效用,保证最为急需的公共产品及服务领域获得政府的投资支持。
