温家宝总理在2008年《政府工作报告》中指出:“要着力转变职能、理顺关系、优化结构、提高效能,形成权责一致、分工合理、决策科学、执行顺畅、监督有力的行政管理体制。”改革开放以来,建立一支公正、为民、高效、廉洁的干部队伍一直是我们党和政府不懈努力的目标。本文试图就行政效能和效能建设做一番探讨,谈几点认识和见解。
