1986年8月,全国人大常委会办公厅起草了关于加强人大工作的几个问题的文件,监督问题被列在其中。1990年3月,中国共产党十三届六中全会通过的《中共中央关于加强党同人民群众联系的决定》中,建议全国人大常委会拟定实行工作监督和法律监督的监督法。1990年10月,第一部监督法草案出台。它仅规定了全国人大及其常委会的监督工作,未涉及地方人大。1998年3月,监督法列入了九届全国人大常委会的立法规划。在立法步骤上,这届人大常委会决定1999年先搞四个单项决定,即司法监督、预算监督领导人述职经济工作监督
In August 1986, the General Office of the NPC Standing Committee drafted a document on several issues concerning the work of strengthening the NPC. The issue of oversight was included in the document. In March 1990, at the 6th Plenary Session of the 13th CPC Central Committee passed the “Decision of the CPC Central Committee on Strengthening the Contact between the Party and the masses”, it was suggested that the NPC Standing Committee should draw up a supervision law on the work supervision and legal supervision. In October 1990, the first draft of the supervision law was introduced. It only stipulates the supervision work of the NPC and its standing committee and does not involve the local people’s congress. In March 1998, the Law on Supervision was included in the legislative plan of the Ninth NPC Standing Committee.
