海峡两岸分别加入WTO,成为WTO的成员方以后对两岸的经贸关系将产生何种影响,是人们十分关心的问题。这一问题的关键是,台湾加入WTO以后,是遵循WTO多边贸易规则,使两岸之间的“三通”加速,还是引用“互不适用”条款,继续阻碍两岸之间“三通”的发展。本文的研究将证明,决定海峡两岸经贸关系走势的基本因素是两岸之间的政治关系,WTO多边贸易规则对海峡两岸经贸关系的走势将不会发生重要的影响。海峡两岸分别加入WTO以后,两岸的经贸关系很可能继续维持现状。
After the two sides of the strait join the WTO respectively, it becomes a matter of great concern to them as the members of the WTO will have any influence on the economic and trade relations across the Taiwan Strait. The crux of the issue is that after Taiwan’s accession to the WTO, it has followed WTO’s rules on multilateral trade, accelerated the “three links” across the Taiwan Strait, or cited the “non-compliance” clause and kept hindering the “three direct links” between the two sides of the Taiwan Strait . This study will prove that the basic factor that determines the trend of cross-Strait economic and trade relations is the political relations between the two sides of the Strait. The multilateral trade rules of WTO will not have a significant impact on the economic and trade relations between the two sides of the Strait. After the two sides of the strait join the WTO respectively, the economic and trade relations between the two sides of the Taiwan Strait are likely to continue maintaining the status quo.
