四月十日至十三日,我省淮北地区与淮南部分地区,遭受空前严重的霜灾。灾后虽经浇水抢救,但午季作物亦将大大减产,严重的夏荒已不可避免。为领导灾民渡过夏荒、搞好生产、争取秋季丰收,灾区各级人民政府应全力以赴,做好生产救灾工作。这是当前灾区压倒一切的中心任务。为此,本府特作如下指示:第一、必须抓紧时机,做好农业生产工作。要知道「地裹取财」是战胜灾荒的最根本的办法,目前必须竭尽一切力量,开展浇水救苗和点种补种运动。凡已证实冻毁不能复生、收成无望的麦地,要迅速改种早秋作物,争取秋季丰收;凡受冻后,又复回青或重生新芽的麦地,应动
