作者对英美、日、中国信息政策研究文献中对“信息政策”的用语、问题构成的实际使用情况进行了初步调查。其基本结论是，尽管“信息政策”目前是一个使用频率比较高的用语，但是，对这一用语所表示的概念以及它所对应的政策问题却还没有形成一个比较统一的理解，具有多义性和多样化的特征。作者把目前对信息政策的理解分为广义的、狭义的以及界于两者之间的３种类型，并认为信息概念的多义性、社会信息化的阶段性以及信息政策发展本身的多样化是造成这种多义性的基本原因
