在山西焦煤确定“十二五”实现“五建设”、“五翻番”、“五转型”奋斗目标,西山集团确定“十二五”实现“116611”奋斗目标的关键时刻,处于转型发展、跨越发展期的西山煤电人力资源管理,需要考虑企业的新战略对人力资源管理的新要求。文章着重阐述了企业战略转型期人力资源管理中存在的不足,并针对这些不足重点在人才战略管理和配置人员编制方面,提出人力资源管理的举措和办法。
