散叶收购,是近两年国家试点推广的一种新型收购模式。提高散叶收购质量,是促进原料保障上水平、增强烟叶发展后劲,进而提高卷烟质量的必然要求。在散叶收购中,如何操作才能充分发挥新模式的优势,最大程度上提高烟叶收购质量?这是散叶收购试点工作面临的一个重要课题。
