为调动地方政府发展生猪养殖积极性,2014年中央财政安排奖励资金35亿元,专项用于发展生猪生产,具体包括规模化生猪养殖户(场)圈舍改造、良种引进、粪污处理的支出,以及保险保费补助、贷款贴息、防疫服务费用支出等。奖励资金按照“引导生产、多调多奖、直拨到县、专项使用”的原则,依据生猪调出量、出栏量和存栏量权重分别为50%、25%、25%进行测算。
