军事经济学发展史,最早可追溯到16、17世纪西欧的重商主义。第一次世界大战结束,战争经济保障方面的经验教训,引起了各国的重视,大大地推动了军事经济的研究。但在我国真正开展军事经济学的研究是近10年的事情。1985年我国第一次军事经济学术讨论会召开,标志着我国军事经济学从此开始了有组织有计划的研究。《军事经济研究》由此应运而生。近10年来,杂志以扶植军事经济学的发展为己任,力求为促进社会主义军事经济学科体系的完善起到有效的推动作用。事实上,翻阅《军事经济研究》各期,我们可以清楚地看到军事经济学科基础理论从建立、发展到逐步完善的轨迹。社会主义市场经济的确立,对社会主义军事经济学提出了新的要求。在这转轨变型时期,军事经济如何发展?理论前沿何在?有哪些热点问题?这为广大读者所关注。有鉴于此,在杂志发刊100期之际,我们组织了一个小型笔会,请军内部分专家和实际工作者作出分析和展望,并集于一栏。这也是作为我们的一份小小的礼物章献给多年来支持和关心杂志的读者。笔谈中有的从军事经济学科总体进行论述,有的从军事经济的某一方面作出分析。无论宏旨论述,还是专题分析,都是军事经济学研究现实的客观反映,是近一个时期来,军事经济理论研究和实践应着重解决的问题(本栏排名以内容为序)。
The history of the development of military economics, dating back to the mercantilism of Western Europe in the 16th and 17th centuries. The experiences and lessons learned in the war ended with the end of the First World War and in the economic guarantee of war aroused the attention of all countries and greatly promoted the study of the military economy. However, the real study of military economics in our country is a matter of nearly 10 years. The first seminar on military economics in our country held in 1985 marked the beginning of an organized and planned study of China’s military economics. The “military economic research” came into being. In the past 10 years, the magazine has taken the development of military economics as its mission and has sought to effectively promote the improvement of the system of socialist military economics. In fact, reading through various periods of the “study of military economics”, we can clearly see that the basic theory of military economics has gone from its establishment and development to its gradual improvement. The establishment of a socialist market economy has set new demands on the socialist military economics. In this period of transitional transformation, how to develop the military economy? What is the frontline of the theory? What are the hot issues? This is of great concern to our readers. In view of this, on the 100th issue of the journal, we organized a small pen called upon some experts and practitioners in the military to make analysis and forecast and put together a column. It’s also a small gift chapter for us dedicated to readers who have been supporting and caring for the magazine for years. Some of the written discussion from the military economics subjects discussed in general, and some from the military economy in one aspect to make an analysis. Regardless of the purpose of the discourse or the thematic analysis, they all are the objective reflection of the reality of military economics research. In the recent period, the research and practice of military economic theory should be focused on resolving the problems.
