The anti-seismic codes of the Soviet Union and other foreign countries were mainly based on the seismic damage analysis results of the strong earthquakes in buildings, and also considered the new achievements of building earthquake resistance theory, experience in the design, construction, and use of seismic zones, and new results of experimental research. The Soviet Building Standards and Regulations (СНиП 11-781) were ratified by the State in 1981. Since then, four destructive earthquakes have occurred in the Soviet Union: the 1984 Gaziri earthquake and the 1985 Kaylimuk earthquake. The 1986 earthquake in Moldavia, 1988 in the United States
