去年10月中旬,经绍兴市计委批准,市首家工程建设监理公司成立,今年元月监理人员进驻第一个委托工程监理项目——城东热电厂,对该工程实施施工监理。在政府有关部门关心支持下,该建设监理公司,正以快切奏、高效率的形象,步入工程建设领域。笔者就建设监理的粗浅知识略谈一二。 实行监理制,是国际先进管理经验的借鉴。国际上建设监理制的创建,已有一百余年历史,目前已有一百多个国家和地区实行建设监理制。1957年国际咨询工程师联合会制订的FIDIC条款,已成为国际通用的范本。凡涉外工程按照世界银行要求,一般都要按照FIDIC合同条件对工程进行管理。
In mid-October of last year, with the approval of the Shaoxing City Planning Commission, the city’s first engineering construction supervision company was established. In January this year, the supervision personnel stationed in the first entrusted project supervision project—Chengdong Thermal Power Plant—to carry out construction supervision on the project. With the concern and support of the relevant government departments, the construction supervision company is entering the field of engineering construction with a fast-cutting and high-efficiency image. The author talks briefly about the superficial knowledge of construction supervision. The implementation of the supervision system is a reference to the international advanced management experience. It has been more than one hundred years since the establishment of the construction supervision system in the world. At present, over a hundred countries and regions have implemented the construction supervision system. The FIDIC terms formulated by the International Association of Consulting Engineers in 1957 have become internationally accepted templates. In accordance with the requirements of the World Bank, foreign-related projects generally have to manage the project in accordance with FIDIC contract conditions.
