介绍杭州地区推进以药品零差率改革为核心的县级公立医院综合改革中医务人员收入分配的变化。方法:对比县市级公立医院改革前后的工作量与工作效率,在编在职人员的收入水平,租赁制、合同制、临时工的收入水平等,发现存在的问题。结果:从公平与公益、人员与成本、同工与同酬三方面,分析与阐述县级公立医院收入分配机制的改革。思考:为进一步调动医务人员参与改革的积极性,稳定队伍推动发展,应建立完善用工机制,落实薪酬分配制度;加强医院成本核算,降低各项成本支出;提供职业发展平台,创造人尽其才的环境。
This paper introduces the changes of income distribution of medical staff in the comprehensive reform of county-level public hospitals with the core of zero-deficit rate reform in Hangzhou. Methods: Comparing the workload and efficiency before and after the reform of public hospitals in county-level cities, the existing problems were found in the income level, rent system, contract system and temporary worker’s income of the staffs in the county level. Results: From the aspects of fairness, public welfare, personnel and cost, the same work and equal pay, the paper analyzes and expounds the reform of income distribution mechanism in county-level public hospitals. Consideration: In order to further mobilize the enthusiasm of medical staff to participate in the reform and to stabilize the team to promote development, we should establish and improve the employment mechanism and implement the remuneration distribution system; strengthen hospital cost accounting and reduce various costs; provide a platform for career development and create an environment where everyone can make the best use of it.
