通过对外开放、发展国际经济往来,加强本国经济建设,已成为当前世界各国经济发展的潮流。我国实行对外开放的方针,积极发展与世界各国、各地区的经济技术合作和交流,进一步办好吸收外资,引进先进技术,拓展对外贸易,发展国际经济合作也是加速我国四化进程的一条有效途径。而对外开放,必涉及产权的国内保护与国际保护,以及中外双方当事人的权利义务等一系列问题,因此健全和完善涉外经济立法,是推进对外开放事业健康发展的重要保证。
