按照“4万亿”刺激经济计划,国家在2009年年底前应下发6000亿元中央投资。然而国家发改委原定于2009年四季度下发的第五批中央投资,至今仍未下达。国家发改委对第五批中央投资迟迟没有下发的原因给出的解释是,一方面是由于地方在执行前几批投资计划中仍然存在配套资金不到位等问题;而更主要的原因则是,目前中国经济确实已经出现了明显好转。
