表达自由是公民的基本权利,是民主和法治的基石。网络媒体打破了传统媒体在表达自由中的局限性和垄断地位,公民在表达观点和传播信息方面享有的自由度得到了前所未有的扩展,这为进一步推动文明发展和社会进步创造了条件,因此,政府有责任保障网络表达自由的实现。
Freedom of expression is the basic rights of citizens and the cornerstone of democracy and the rule of law. Internet media has broken the limitations and monopoly position of traditional media in freedom of expression. Citizens have enjoyed an unprecedented degree of freedom in expressing opinions and disseminating information, which has created conditions for further promoting the development of civilization and social progress. Therefore, The government has the responsibility to guarantee the realization of the freedom of internet expression.
