The special meeting of the International Conference on Disaster Reduction Communications organized by UNRWA and the International Telecommunication Union was held in Tampere, Finland, from 20 to 22 May 1991. A total of 104 delegates from 27 countries attended the meeting. Li Zengyi, executive deputy director of China’s International Decade of Reducing Deans, head of the delegation and Wang Wulong, deputy director of the State Development Planning Commission, as consultants, accompanied by a delegation of six from the Ministry of Communications, the Ministry of Posts and Telecommunications and the Ministry of Aeronautics and Astronautics meeting.
