本文构建县级政府公共服务能力对县域包容性增长影响的结构方程模型,并以苏、赣、陕三省九县调查数据进行模型检验和修正。揭示了县级政府公共服务能力对县域包容性增长影响的作用机理。研究表明,县级政府公共服务能力对包容性增长有重要影响,其中影响最大的是执行能力,其他公共服务能力对县域包容性增长的影响按程度从大到小依次为规划能力、危机管理能力、资源配置能力、资源汲取能力。基于此,本文提出加强县级政府公共服务能力尤其是执行能力和规划能力建设等建议。
This paper constructs the structural equation model of the impact of county government’s public service capability on the inclusive growth of counties, and uses the survey data of nine counties in Jiangsu, Jiangxi and Shaanxi provinces to test and correct the model. Reveals the mechanism of the county government’s public service capacity on the inclusive growth of county mechanism. The research shows that the public service ability of county government has an important impact on inclusive growth, of which the most influential is the ability of implementation. The influence of other public service capabilities on the inclusive growth of counties is, in descending order, planning ability and crisis management ability , Resource allocation ability, resource extraction ability. Based on this, this paper puts forward some suggestions to strengthen the public service ability of county government, especially its execution ability and planning ability.
