近几年来,从中央到地方,各级党政和有关部门采取了对革命老区各种有效的扶持措施,加大了扶持革命老区力度,使革命老区的贫困面貌有了巨大的变化。革命老区人民群众的生活水平日益提高,扶持革命老区建设工作取得了举世瞩目的成绩。但由于历史、自然条件等原因,部分贡献大、牺牲大的革命老区村的生产条件仍然比较困难,群众的生活水平仍然比较低,“五难”问题在个别革命老区行政村、自然村还相当突出。对于这些革命老区的贫困现象不能忽视,应引起有关部门的高度重视和关注。
