Finance: Linking the Three Banks The People’s Bank of China is drafting a detailed feasibility study on the establishment of a financial district in the Yangtze River Delta to remove some of the barriers facing banks from doing business in the area. A central bank Shanghai branch manager said the study is expected to be completed by the end of the year. The creation of this special financial district will eventually clear the city-level commercial banks in the region and the provincial branches of China’s four state-owned commercial banks
