For the first time, the Third Plenary Session of the 18th CPC Central Committee has explicitly proposed a new reform principle of “actively developing a mixed ownership economy.” Soon after the founding of the People’s Government, Baowu Group also proposed to carry out pilot projects of state-owned capital investment companies and equity diversification and mixed ownership reform.
