公共基础设施非自愿移民安置监测评估的作用在于跟踪监测项目移民安置行动计划的实施进展,动态评估移民安置行动计划的适宜性,为项目业主、移民实施机构和投资方项目管理提供决策支持。而客观评价移民安置的总体情况需要科学地确定评估指标的权重,确定指标权重就是对各指标的重要性进行评价,指标越重要,其权重就越大:反之,则越小。层次分析法是一种定性分析和定量分析相结合的决策分析方法,是确定公共基础设施非自愿移民安置监测评估指标权重的一条有效途径。
The role of monitoring and evaluation of involuntary resettlement of public infrastructure is to follow up and monitor the implementation progress of the resettlement action plan, to dynamically evaluate the suitability of the resettlement action plan and to provide decision support for the project owner, resettlement implementing agency and investor project management. However, objectively evaluating the overall situation of resettlement needs to scientifically determine the weight of the evaluation index. Determining the index weight is to evaluate the importance of each index. The more important the index is, the heavier its weight is. On the contrary, the smaller the weight is. Analytic Hierarchy Process (AHP) is a method of decision analysis combining qualitative analysis and quantitative analysis, and it is an effective way to determine the weight of indicators of monitoring and evaluation of involuntary resettlement in public infrastructure.
