On November 1, 2006, at a committee held by Chengdu Municipal Committee, a circular was made on the case of illegal land use illegally registered in the Shuangliu Kowloon Industrial Port. After investigation, Jiujiang Town, Shuangliu County party committee and town government use of the overall planning, urban planning and industrial layout planning, illegal use of land to establish Kowloon Industrial Park. This is in violation of the basic principle of a unified strategic deployment of urban and rural areas centered by the “three centralizations” and implemented by the Chengdu Municipal Party Committee and the municipal government, and lacks implementation of the national macro-control policy. Chengdu municipal government made a decision: to give Jiujiang town party secretary Yang
