企业要实现持续发展目标,首要条件就是拥有一支素质高、业务精的职工队伍,也就是要拥有一批认真、踏实、专注、敬业的“工匠”。而职工素质工程建设要通过企业文化发展与创新学习模式和管理方法,形成一整套提升职工素质的方式和激励竞争机制。李克强总理在第十二届全国人大四次会议作政府工作报告上提出:“要鼓励企业开展个性化定制、柔性化生产,培育精益求精的工匠精神。”这是“工匠精神”首次出现在政府的工作报告上。为什么总理要如此慎重地提出工匠精神?
