一、要充分认识社会保障试点工作的重要意义党中央、国务院决定,在辽宁进行完善城镇社会保障体系的试点。经过一年多的紧张的筹备,从今天开始,就正式进入实施阶段了。建立独立于企事业单位之外、资金来源多元化、保障制度规范化、管理服务社会化的社会保障体系,是建立社会主义市场经济体制的必然要求;是贯彻落实“三个代表”重要思想、坚持以德治国的重要步骤;是社会主义制度优越性的具体体现。一句话,较完善的社会保障体系,是现代国家和文明社会的重要标志。
