国有林权制度改革解决了国有林责权利不清的问题,缓解了林业企业部分历史欠账,激发了林业职工投资造林的积极性,拓宽了林业职工的致富渠道,给林区经济发展带来了可喜变化。但目前银行贷款门槛过高、林地产权无法流转、金融服务供给不足、森林保险存在困难等问题仍旧制约着国有林权制度改革的深入。建议:加大资金支持力度,拓宽融资渠道,加快担保机制建设,彻底化解银行企业债权债务负担。
