现代政府以向公民和社会提供优质高效的服务为宗旨,以提高政府绩效为目标,因而政府绩效评估(Government Performance Measurement)作为一项有效的管理工具,在公共行政中受到广泛关注。同时,作为一项有益的政治活动,在哈尔滨市政府工作中蓬勃开展起来。随着政府改革的不断深入,政府职能将实现重大转变,对于许多经济与社会事务,将由直接管理转变为间接管理。在这种情况下,如何完善政府绩效评估是一个亟待研究和解决的问题。本文结合哈尔滨市实际,进行了粗浅的探讨和思考。
In order to improve the performance of government, modern government aims at providing excellent and efficient service to citizens and society. As an effective management tool, government performance measurement has drawn wide attention in public administration. In the meantime, as a useful political activity, it has flourished in the work of Harbin municipal government. With the continuous deepening of government reform, major changes will take place in the functions of government. For many economic and social issues, direct management will be transformed into indirect management. Under such circumstances, how to perfect the government performance evaluation is a problem to be studied and solved urgently. In this paper, the actual Harbin, conducted a superficial discussion and thinking.
