认识上有新提高,实践上有新进展。上海把贯彻中央宏观调控政策作为全面落实科学发展观的重要抓手,作为全力推进“十一五”规划落地的重要载体。今年前10个月,上海经济继续朝着宏观调控的预期方向发展:全市经济保持平稳较快增长,第三产业增加值占全市生产总值的比重已经突破50%,全市社会消费品零售总额近年首次超过投资增幅,全社会固定资产投资增长同比下降5.4个百分点。新建商品住宅销售价格同比下降3.9%,城镇和农村居民家庭人均可支配收入更是出现了近年来少有的“双双两位数增长”……这些数据,勾勒出上海经济社会发展的和谐画卷。今年是“十一五”开局之年,也是承上启下关键之年。上海市委、市政府按照党中央、国务院统一部署和要求,坚持以科学发展观统领经济社会发展全局,贯彻中央宏观调控政策,全市经济社会保持了平稳健康发展的良好势头。由于中央各项政策措施得到坚决贯彻和有效落实,全市年初既定目标将顺利完成,持续发展基础更加牢固。节能降耗全国领先,经济结构不断优化,社会民生更有保障,上海贯彻中央宏观调控政策的这三个特点,凸显着城市率先转变经济增长方式、率先提高自主创新能力、率先推进改革开放、率先构建社会主义和谐社会的坚实努力。
