河北钢铁集团董事长于勇同志在“蓝厅论坛”中果断提出:“打造全球最具竞争力的钢铁企业,加快实施海外发展战略,实现全球拥有资源、全球拥有市场、全球拥有客户的产业链布局。”由此推断,钢企改革即将进入深水区,除了技术革新、产品升级,钢企管理领域的改革也是一项重大课题。随着服务型经济时代的到来,国有钢铁企业面临着“全面深化改革”的空前压力,推动企业转型升级是既现实又紧迫的问题。钢企对接市场,首先应看到当前产品“低端过剩、高端不足”的现况,实现低速增长条件下盈利目标改善的当务之急,是率先突破向高、精、尖端产品跃升的能力;其次应及时果断地将内部管理体系革新,压缩管理层级、管理重心下移,进而达到垂直高效的企业管理。
