部门预算改革是构建有中国特色社会主义公共财政体制的一项重要制度创新。宁夏财政厅在这项改革创新中工作扎实,成效显著,尤其是勇于正视问题和矛盾,提出了进一步深化改革的目标、思路,值得失心此项改革的同志一阅。
The departmental budget reform is an important institutional innovation in building a socialist public financial system with Chinese characteristics. Ningxia Finance Department has worked solidly in this reform and innovation with remarkable results. In particular, it has the courage to face up to the problems and contradictions and put forward the goals and ideas for further deepening the reform.
