实施设备技术标准规划对于促进标准的全面覆盖、有序衔接、保障安全生产具有重要意义,同时也是标准化工作改革的客观要求。在此背景下,本文在全面剖析设备技术标准存在问题和技术标准规划编制难点的基础上,明确规划编制边界条件,研究提炼技术标准类型,优化形成设备品类,基于“总量-存量=增量”理论首次提出了一种适用于电力企业设备技术标准的规划方法,并运用该方法完成了企业设备技术标准的规划实例编制。研究结果对企业实施设备技术标准规划、提升技术标准编制质量等具有全面的指导意义。
The implementation of equipment technology standard planning is of great significance to promote the comprehensive coverage of standards, orderly convergence and guarantee of safe production, and is also an objective requirement of standardization reform. Under this background, on the basis of comprehensively analyzing the existing problems of technical standards of equipment and the difficulties in compiling technical standards, this paper clearly plans and formulates the boundary conditions, studies the types of technical standards for refining, and optimizes the formation of equipment categories. Based on the “total-stock = Quantity ”theory for the first time put forward a planning method suitable for technical standards of power enterprise equipment, and completed the preparation of planning examples of enterprise equipment technical standards by using this method. The research results have a comprehensive guiding significance for enterprises to implement equipment technology standard planning and improve the quality of technical standards.
