查对内贸易自由,为我人民政府既定政策,应予严格执行。惟以过去蒋匪控制城市,我则控制广大农村,彼此实施物资封锁,城乡对立,相沿已久,虽在大城市被我相继解放以后,我少数地方军政人员,未能完全脱去旧日积习,仍有沿用限制物资流通之办法,如采购证、通行证等。而特务匪徒、流氓、封建残余,在我地方干部未能深入新区农村以前,更从中阴谋破坏,以各种办法妨碍物资交流。似此情形,自应予以澈底纠正,藉以贯澈城乡兼顾繁荣经济之既定政策。为特布告:嗣后凡各商民向内地采购粮食、原料,或由各城市运货内销,尚遇留杂禁阻,可向当地县以上之政府,团以上之军事机关控告,如属匪特封建余孽,膽敢藉名勒索或封锁物资:一经查出、定当严惩不贷。我地方当局,尤应切实检查,凡原有法令规章及习惯办法,与对内贸易自由政策有互相抵触之处,应立即予以纠正或废除,不得稍加延误。除通令所属一体遵行外,特此布告周知。
