在考察灯塔市节水灌溉状况的基础上,列举了我国推广节水灌溉过程中存在的问题,分析了节水灌溉对我国社会主义新农村建设的作用,并提出进一步发展节水灌溉的建议:发挥政府的主导作用,建立水权市场;进行水权交易,补取结合;建立激励机制,加大投入力度,拓宽投融资渠道,继续深化农村水利改革。
Based on the investigation of water-saving irrigation in lighthouse city, this paper lists the problems in promoting water-saving irrigation in our country, analyzes the effect of water-saving irrigation on the construction of new socialist countryside in our country, and puts forward the suggestion of further developing water-saving irrigation: We should give full play to the government’s leading role in establishing the water rights market, conduct water rights transactions and make up for the combination, establish an incentive mechanism, increase investment, broaden investment and financing channels, and continue to deepen rural water reform.
