社区治理在法治城市进程中发挥着重要作用,从国家与社会二元分野、行政分权、协商民主理论中可以寻找社区治理的理论基础。本文从政府行政权力的膨胀与不足、社区组织的多元与无序、社区居民的分散与边缘化三个层面分析社区治理的现状与问题,最后着重从政府的能动与节制、社区组织的梳理与重构、社区居民的聚合与中心化方面提出完善社区治理的建议。
Community governance plays an important role in the process of rule of law in urban areas. From the dichotomy between state and society, administrative decentralization and deliberative democracy theory, we can find the theoretical basis of community governance. This article analyzes the status quo and problems of community governance from three aspects: the expansion and deficiency of government administrative power, the diversity and disorder of community organizations, and the dispersion and marginalization of community residents. Finally, the author analyzes the status quo and problems of community governance from the perspectives of government activeness and restraint, community organization Reconstruction, the aggregation and centralization of community residents put forward suggestions to improve community governance.
