随着中国石油需求的快速增长、世界市场石油价格的剧烈波动,以及大国石油利益争夺的激烈化,非洲日益成为中国确保石油安全的重要地区之一。尽管中国在非洲的石油外交已取得一些业绩,但是,非洲是一个政治风险相对集中的地区,尤其是一些非洲国家内部因石油利益分享引发的政治动荡,严峻考验着中国在非洲的石油安全。为规避风险,中国企业在开发利用石油资源时,应评估投资目标国的政治风险,双方建立高效灵敏的信息沟通和协调机制,拓展合作空间,培养专业技术人才,以保证双方合作的顺利进行。
With the rapid growth of China’s oil demand, drastic fluctuations in the oil prices in world markets and the fierce competition for oil interests in major countries, Africa is increasingly becoming one of the most important areas in China for ensuring oil security. Although China has made some achievements in its oil diplomacy in Africa, Africa is a region where political risks are relatively concentrated. In particular, political turmoil caused by oil-benefit sharing in some African countries is a severe test of China’s oil security in Africa. To avoid risks, Chinese enterprises should assess the political risks of investing in target countries when developing and utilizing petroleum resources. Both sides should establish efficient and sensitive information communication and coordination mechanisms, expand cooperation space and cultivate professional and technical personnel so as to ensure the smooth progress of bilateral cooperation.
