5月20日,国务院副总理吴仪在第56届世界卫生大会上坦诚指出:“在疫病发生的初期,中国政府对这场疫情的严重性认识不足,公共卫生系统存在缺陷,防治工作在一段时间内有些被动。”为什么在前期会出现这种失误和被动?这就是非典过后人们不得不反思的问题。在这次事件中,有一点非同寻常,就是4月20日之后,随着信息与言论的公开,民众对诸如非典这样重大事件的知情权、话语权、监督权达到了前所未有的高度。随着抗击非典的不断深入,人们对非典时期政府行为的反思也在不断地深入。这是一种可喜的变化,因为反思的力量可以推动制度建设的完善。
