近年来,侵财性的撬盗保险箱犯罪十分突出,发案逐年上升,损失越来越大,社会危害严重。面对这种情况,我们适时调整工作思路,狠抓保险箱防范工作,确立“侦防结合,标本兼治”的指导思想,采取多种措施,加大侦防工作力度,经过几年的努力,使案件持续上升的势头得到了有效遏制。现笔者总结江苏省近几年来的做法和经验,对撬盗保险箱犯罪案件的侦防对策作一阐述。一、加强宏观对策研究,明确指导思想1.深入分析研究犯罪活动的规律、特点对撬盗保险箱犯罪进行专门的深入调查研究,是研究侦防对策的前提。从近年来江苏省的撬盗保险箱犯罪活动情况看,具有案件高发、经济损失巨大、危害严重以及流窜犯罪、外来人员犯罪突出和经济发达沿江地区发案突出等特点。1995年,江苏全省共立案866起,比1994年上升4.8%,比1993年上升56%,是1990年的4倍。其
