2013年黑龙江省防汛抗洪抢险纪实(一)省、部领导在抗洪前线入汛以来降雨频繁,全省平均降雨441.4毫米,比历年同期偏多28%。松花江、嫩江发生1998年以来最大洪水;黑龙江流域发生有史以来最大洪水,干流全线超过警戒水位,多数江段超保证水位,同江至抚远江段超过百年一遇。进入8月防汛形势日趋严峻,8月5日17时黑龙江省启动Ⅲ级防汛应急响应,8月12日零时黑龙江省启动Ⅱ级防汛应急响应,8月16日12时黑龙江省启动Ⅰ级防汛应急响应。
Flood and Flood Rescue Practices in Heilongjiang Province in 2013 (1) The provincial and ministerial leaders have had frequent rainfall since flood control started on the flood front, with an average rainfall of 441.4 millimeters in the province, 28% more than in the same period of last year. The largest flood occurred in Songhua River and Nenjiang since 1998; the largest flood occurred ever since in Heilongjiang River Basin. The main stream exceeded the warning water level across the board. Most of the river sections exceeded the guaranteed water level. Into the August flood control situation is becoming more and more serious, at 17:00 on August 5, Heilongjiang Province started the flood control emergency response Ⅲ, Heilongjiang Province on August 12 at 0:00 start flood-level emergency response, at 12 o’clock on the August 16 Heilongjiang Province started the first-class flood control Emergency Response.
