完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化,是全面深化改革的总目标。推进国家治理体系和治理能力现代化,被称为“第五个现代化”。世界上所有国家都面临如何实现有效治理的问题。目前中国所面临的形势与20世纪90年代发达国家有很多相似之处,提出治理现代化战略,就是对局部治理危机的回应。治理问题的提出既是对我国经验的系统总结,也是在考察我国历史发展和世界各国发展规律基础上的必然选择。
