近年来,江苏省供销社坚持深化改革,经济发展速度不断加快,商品购销总额一直位居全国同行首位,在搞好为农服务、开拓江苏产品销售市场、搞活城乡商品流通等方面取得了明显的进展,但日益加重的企业负担已经严重制约了供销社的经营服务功能和企业的发展,挫伤了广大干部职工的积极性。为此,减轻供销社企业的沉重负担,已成为当务之急。供销社企业负担不堪承受 (一)各种收费、摊派、集资名目繁多。据调查了解,我省各级地方政府和有关部门,擅自决定对供销社的收费、摊派和集资项目多达百种以上,1992年供销社企业的不合理负担竟达8608万元,占实现利润的27.12％。供销社本来就是为农村经济和农民服务的保本微利企业,尽管基层企业广大干部职工大力开拓经营,增收节支,百元销售利润还不足1元,大大低于其它流通企业。由于企业负担过重,企业的经济效益被严重侵蚀,致使有的县供销社1992年百元销售利润下降到0.50元左右,亏损企业不断增加,有的县基层社大部分亏损甚至全面亏损,职工生活发生严重困难,增加了社会不安定的因素。
