调查研究是各地老促会的看家本领,多年来各地老促会给当地党委、政府提出了很多有见地的意见和建议,成为了各地党委政府推动当地老区建设的有力依据。从各地投给我们的调研报告中来看,绝大多数有理论高度、有事实、有分析,提出的建议切合实际,操作性强。但也有一些调研报告存在一些问题,最突出的就是调查与研究分量不均衡,存在重调查、轻研究的现象。所谓重调查,就是调查都比较深入,数据也较为详实,调查的对象
